|History| Ouroboros was formed four years before the death of Fire Lord Ozai as a secret organization to do the dirty deeds of the Fire Lord. After his death, they went into even deeper hiding than they had been before, using their political sway, through the proxy of corrupt politicians and council members. They now carry out infiltration, espionage, and assassinations of high ranking individuals of other nation's government.
